Haven't looked into it in detail, but I can say that a robots.txt is to be used when you want to control whether search engines can index a particular page. It's still not possible for someone to just go out an delete data on servers he/she/it only has read-access on.

Once is enough :/ Again, it's just impossible to remove personal information on the web, if it's on sites you have no control over, and that includes search engines. To me it seems the owners of the website you posted it have found a way to make money easy, while not having to do anything for it.
