Usually your isp will cap your modem at their end not yours

Hi, seems to me like accurate results, cached results will be much above that, keep your current settings and retest in peak hours.

Usually modem capping is done on ISP end not yours

Reset you routet and/or modem, speeds so low are usually a hardware problem, including your ISP, if reseting does not work call your ISP, try in off peak hours.

is the hd configured as "master", if its configured as cs it should be connected to the connector at the end of the IDE cable of course assuming is a parallel drive.
