I think it's a good idea. You could use the existing speed stats from testmy.net and add in sections for user ratings on service, price, customer service, downtime, etc... Then could have a forum section associated with each (if not just the existing ISP sections). One problem I can foresee and is big fat sissy liars screwing up the whole thing with false info. (sorry, lost it there for a second.lol) May need to work around that via IP address, or something.

-15 dBmV is the lower limit for recieve levels. That does not necessarily mean it will just quit there, but it will prob start to degrade. btw, your levels look good.....

Your signal levels look good. The one issue I see is the downstream SNR (signal to noise ratio). Although 31.1 dB SNR is in spec for a 64 QAM channel, it is a bit lower than you want. Not much that you can do except verify your connections are clean and tight. If you can eliminate a splitter in the line, that may help by increasing the input to the modem. That is a big IF, though. Most likely a line issue. If the problem continues, I would definitely call your provider.....

10-4, your modem is acting like it may be experiencing a signal level issue. FYI: Ideal recieve levels are -10 to +10dBmV. Ideal transmit levels are between +30 and +52dBmV. If you are outside these limits, it may be an issue.

You should never have to unplug or power cycle any of your gear that often (never is more like it). I am not familiar with your cable modem, are you able to poll the modem's diagnostic info? This is usually done by entering the modems local IP into your browser. ( Motorola modems use 192.168.100.1) edit: added link. Refer to line 1.F. Hopefully this works. Uh oh- I guess the Circuit City deal is also without a monitor (damn small print), but still a better deal than Tigerdirect. Double the HD, double the RAM; exception is Win XP Home at CC, and Win XP Pro at TD.

I have only bought from ebay once, so I am not really sure. I would assume that there is a minimum price that the seller wants, but I did not see one advertised in this case. It appears that he has had 219 sales thru ebay, all with good marks. So I would guess that he won't renege. -

I guess now I'm curious as I'm sure you are. Did he maybe try some headphones in the headphone port? This just to eliminate the speaker system being the culprit. I would think a new sound card, with new drivers would probably eliminate the board. Would the on board sound and then the new sound card still use common resources of the mobo?

What MYRIAGON says ^. My connection had been slow a couple days ago, for a couple days. I ended up re-booting my PC and Router (which hasn't been shut-down in many weeks), and that took care of my problem. I should have mentioned that earlier.
