Look at the top of the page and you click on forum then you can see all of the different places were you can start a topic. Wherever you make one make sure it is relevant to that category.

Running a tracert will show you all of your hops. start run cmd tracert ip/website

Its just how smart you are on not clicking ads and knowing what you are downloaded and browsing. I disagree with because what you're saying implies that just because you are smart and don't click ads means you won't get spyware or virues, thats a misleading statement.

Yea those work, but a free solution is just configuring you internet browser.

That depends what you want to do, do you just want your internet connections to be rerouted? Because if so, you can just edit you proxy settings under your internet options.

You can use a program that will reroute all of your connections to a porxy server so your ip appears to be that of the proxy server.

If you aren't old enough to get a credit/debit card, if you have the cash, go to one of the check chasing places "Check Into Cash!" and buy a prepaid debit card. You give them your cash and they give you a debit card with that amount on it, so you can go on newegg and order your video card or whatever.
