Nope, but that's actually a problem of IE not displayed thing properly so webmasters have to do some strange stuff to make it work properly in IE, while breaking the other browsers, which follow the formal rules on webdesign.
If that's a 10/1 connection, you're at half your advertised upload. Your ISP doesn't seem to have advertised speeds on its site, which is BAD, plus the download and upload limits are really low. Please tell me this is not another one of those monopolistic companies...
Then I'm officially puzzled. This sounds like one of those problems where only a format helps, and you never figure out why Windows is as buggy as it is.
I can't consider asking for keys the right way to get back into the game. While Warcraft 3 is somewhat newer, and more expensive to buy, the others can be bought for 10 dollars.

But that doesn't mean people won't be using them anymore, just forced to go PCI-E when they want a new one, plus there's going to be plenty of used cards on ebay and such. AGP won't die that fast.
Hardware manufacturers want to make you think that, but it doesn't explain why over 80% of all cards in use is still AGP.

Between 128 and 256 there isn't that much of a difference, and you certainly don't need a 256 MB card to run Vista. Just turn off all the effects and you'll do fine on less.
