Sounds kinda fishy to me. You gotta wonder if the firewall is missing anything. I would get rid of the program. If you need to use a whois, go to www.arin.net/whois. If you need an app for such things, use one like IP Tools.

Those asterisks (*) indicate a timeout, which is usually bad news. Are you on a router? If so, try connecting directly to your modem. -

There is a business package with those speeds, but basic residential is 5/384. Do you know if the folks ordered a business account?

Traceroute: maps the path of data from local machine to targetted host. Way cool because it bypasses software/spyware which would affect your speedtest. It's a good means of determining if it's somethiing on your machine slowing you down, or something in the network -

I like traceroutes. -click start, click run -type cmd and hit enter -type tracert www.testmy.net and hit enter Paste results here for all to see!! -

Hmmm...interesting. Firewall? Updated NIC drivers? I would try connecting another PC and running a tracert, see if it still occurs.

Your traceroute shows a problem going from the RR network to the Level3 network, hop 5 to hop 6. Unfortunately, this is an issue that has plagued RR for some time now, and worse yet, there is not much that you can do about it. Your best bet is to talk to BrightHouse Tier 3 support, to see if they have any further information on this issue. They may simply claim that it is not their issue, it is Level3's fault, but they may provide a solution of some sort. Also, you may notice this clear up after a time.

Since your modem is capped, then all of your downloads have to share that 5Mbps connection. If you are running any p2p apps, updates, etc. that would consume much of that, it will throw off your test results. Also, viruses and spyware can open a connection to a remote computer. If you think it is a network/routing issue slowing you down, then run a traceroute during a slow time (tracert testmy.net from the command prompt) and post results here.

Keep in mind we are pinging by IP address.

Level3....usu either a network (backbone) router or a subscriber (modem) IP ....both often block ICMP traffic. I couldn't browse to the IP so there is no DNS entry for it. Can I ask why did you choose this IP address?

Hello blckhood, and welcome to the forum. Looks like you've got timeouts going to the modem, which affects the rest of the traceroute with high times and timeouts. I would contact your ISP.
